ToR-Call for Expression of interest for the Selection of CSOs / NGOs

Background

Child Fund is a child development organization representing the voice of deprived, excluded and vulnerable children in India regardless of their race, creed and gender, since 1951. We annually reach out to over 3 million children, youth, and their families, from 3200 communities in 85 districts across 15 states in India, through our long and short-term programs and partnerships. Child Fund is implementing an EU supported project in Easter UttarPradesh for the period of 3 years starting from 1st January, 2020 which is aiming at “Strengthening civil society organizations towards fostering women empowerment”.  We are looking for one CSO / NGO from each of the following districts in Eastern UttarPradesh to be a partner in implementing the above said project. The selected districts are;

  1. Ambedkar Nagar
  2. Azamgarh
  3. Balrampur
  4. Barabanki
  5. Basti
  6. Faizabad
  7. Maharajganj
  8. Pratapgarh
  9. Siddardh Nagar
  10. Sultanpur

The criteria to be adopted in the selection of CSO / NGO are as follows; (i). Registered Society / Trust (ii). Registered under FCRA (iii). From the same district (iv). Proven – minimum of 3 years of working experience related to gender equality and sectors including, but not limited to: women, agriculture and climate change; (v). community organization promoted; (vi) Institutional & technical capacity (vii). Organization’s credibility and accountability; (viii) Transparent bookkeeping (ix). Recommended by local authorities (x). governance and adherence to legal compliances.

Selection process

Processes involved in the selection of CSOs are as follows;

  1. Open call for expression of interest through media / CSO / NGO networks along with the application form to be submitted
  2. Submission of application by the CSOs in the prescribed format
  3. Desk Review of applications received from the CSOs by ChildFund and shortlisting the potential ones
  4. Conduct due diligence exercise with shortlisted CSOs
  5. Review of programs and capacities of shortlisted CSOs by the committee formed for this purpose  
  6. Selection of CSOs  
  7. Signing of MoU / Agreement

Period of engagement of CSO

3 years

Scope of Work:

The selected CSOs will be target community as well as the third party of implementation in the proposed project. They will be given adequate orientation, training and financial support by Child Fund in implementing the designated activities of the project in the concerned district. The activities to be implemented by the CSOs / NGOs are as follows;

a) Community mobilization in villages.

b) Conduct mass awareness campaigns.

c) Conduct mentoring and training for Women Farmers Groups (WFGs) on gender sensitive governance, locally relevant methods and techniques of climate informed agriculture, entrepreneurship development.

d) Organize environment day and women’s day celebration.

e) Conduct family consultation with family members of women farmers.

f) Conduct training of WFGs on the process to form and manage a Farmers Producer Company (FPC) g) Training FPC leaders and members.

g) Conduct interface meetings with PRI’s, LA’s, and government departments.

h) Arrange exposure visits for WFG to other WFG’s.

i) facilitate access to government schemes and provisions. 

Key results

key result to be obtained by the CSOs are as follows;

a) Women farmers are organized into women farmer groups (WFGs).

b) Increased knowledge and understanding among women farmers about their rights, gender related issues, climate change, climate informed farming (locally relevant methods) and environmental degradation.

c) Leadership and managerial skills in running a business enterprise and gender sensitive governance.

d) Improved participation in addressing the family, community and village related issues and the decision-making processes at these levels.

e) Increased knowledge and understanding among PRIs, CBOs and members of other LA’s and the husbands of women farmers in the areas of gender related issues and the need for women empowerment, climate change, environment degradation and the need for climate informed forming.

f). Attitudinal changes among PRIs, CBOs, LAs and male members of families will result in women friendly environment at respective levels and also result in the mobilization of various benefits and programs towards women empowerment.

g) Effective functioning of Farmers Producers Company with targeted women with adequate linages with market and relevant institutions.

h) Increased knowledge sharing and networking between the third parties but also other CSO’s in order to ensure mutual learning and capacity building.
